They’re able to sell their excess power to the other districts, resulting in a great accumulation of wealth. Because of this, they were able to take over the police force in District 0 when the ZCPD was disbanded.”
Akii Koda
“I’ll give it to his tenacity, he’s doing his best despite his age and the recent passing of his father. Akii is an ally to some degree, but the tower is still watching him. I know a lot of the Whisperers don’t like him, seeing him as another corpo and the reason Kijin ramped up security measures. My personal opinion on him doesn’t particularly matter.He’s the son of Kenzo Koda, and the councilman of District 0. He’s has a soft spot for the Whisperers or atleast what we used to be. And he has helped us out in the past by freeing people from custody. His Goals: "Improving the lives of the citizens in our district." For that, we have a common goal, even when it's doubtfull he is honnest about it. We’ll use him for as long as we can.”
Kai
“Kai used to be Kenzo Koda’s personal bodyguard, but after his death he’s gotten a promotion to internal affairs. His goals are obvious: climb the power ladder. He’s a textbook example, it’s almost laughable. Violence, blackmail, power struggles. All of it. Unfortunately, he is incredible at close range and equipped with some of the best tech weapons in the district. A high value target, but a dangerous one.”
